Transfer of Courses with Grades Below C

The Arts and Sciences Curriculum Committee recommends to the Arts and Sciences Council the following for approval:

Transfer students whose first term of enrollment at the University of Toledo is Spring 2007 or later must meet minimum GPA requirements in their Arts and Sciences majors and minors with both (1) the grades of all courses attempted at all institutions (including UT) and (2) the grades of all courses attempted at UT. The grades of all courses (from all institutions) which are used by those students to satisfy UT Core requirements must be used in the calculation of the UT Core GPA.

Background

Six departments reported the results of discussions of the five “possible responses” to the change in transfer policy which requires UT to accept all transfer courses taken in which students earned a passing grade Fall 2005 and later. The College Office staff who all work with transfers, transcripts, Degree Audit Reports, and graduation issues have discussed this change in transfer policy at great length. EIT programmers, despite their optimism, have not been able to develop system responses to this change.

Assistant Dean Habrecht and the Arts and Sciences Student Services staff are primarily concerned about two things:
(1) protecting the integrity of Arts and Sciences degrees and
(2) not disadvantaging UT’s native students.

The staff has not made a recommendation about including transfer grades in the overall GPA for two reasons.
(1) The minimum overall GPA requirement for graduation is university-wide.
(2) At this time the Degree Audit Report cannot and the transcript is not incorporating transfer grades in GPA calculations.
However, the manual incorporation of grades in major, minor, and UT Core GPA’s is manageable. The Degree Audit Management team is recommending the purchase of DARWIN, a degree audit client, which can do these calculations and is currently used by the CAS (Course Applicability) System.

If the policy is approved, the Degree Audit Report will include notes to transfers about the GPA calculations and a form will be developed for the purpose of manual calculation of the GPA’s. Final responsibility for the calculations will be assumed by the college’s graduation adviser, John Klear.
